特定の物質の調和分類および表示に関する規則（EC）No 1272/2008の改正

欧州委員会は、物質および混合物の分類、表示、包装に関する規則（EC）No 1272/2008を改正する規則（EU）2024/197を採択した。この改正は、欧州化学物質庁（ECHA）に提出された提案に基づき、特定の物質の調和分類と表示を更新するものである。欧州化学物質庁のリスク評価委員会（RAC）はこれらの提案を検討し、様々な化学物質や化合物を含む多数の物質について意見を提出した。

この規制は、人の健康と環境を保護するために、最新かつ正確な分類と表示を確保することを目的としている。

第 1 条
規則（EC）No 1272/2008の附属書VIは、本規則の附属書に規定されるとおり改正される。

第2条
本規則は、欧州連合官報に掲載されてから20日目に発効し、2025年9月1日から適用される。ただし、供給者は、この日までに改正された規則に従って物質および混合物を分類、表示、包装することができる。この規則は拘束力を持ち、すべての加盟国に直接適用される。

附属書
・附属書VIの第3部表3に、化学物質とそれぞれの分類、表示、危険有害性の詳細が明記された新しい項目がいくつか追加された。
・各化学物質について、濃度限度、Mファクター、急性毒性推定値（ATE）が示されている。
・複数の化学物質について、詳細なハザードクラス、ハザードステートメントコード、ピクトグラムコードが記載されている。

・生殖毒性（Repr.1B）、変異原性（Muta.1B）、急性毒性（Acute Tox.）
・各化学物質の項目には、ハザード・ステートメント・コード（例：生殖毒性はH360F）と、ラベル表示に必要なピクトグラム／シグナルが含まれている。
・いくつかの既存の化学物質項目は、新しい危険有害性情報を反映するために置換または更新されている。

amending Regulation (EC) No 1272/2008 as regards the harmonised classification and labelling of certain substances

The European Commission has adopted Regulation (EU) 2024/197, amending Regulation (EC) No 1272/2008, which deals with the classification, labeling, and packaging of substances and mixtures. This amendment updates the harmonized classification and labeling of certain substances based on proposals submitted to the European Chemicals Agency (ECHA). Article 1
Annex VI of Regulation (EC) No 1272/2008 is amended as specified in the annex of this regulation.

Article 2

This regulation will come into force on the twentieth day after its publication in the Official Journal of the European Union and will be applicable starting from September 1, 2025. However, suppliers can classify, label, and package substances and mixtures according to the amended regulation before this date. The regulation is binding and directly applicable in all Member States.

Annex
・Several new entries have been added to Table 3 of Part 3 in Annex VI, specifying chemicals with their respective classification, labeling, and hazard details.
・Specific concentration limits, M-factors, and acute toxicity estimates (ATE) are provided for each chemical.
・Multiple chemicals are listed, including detailed hazard classes, hazard statement codes, and pictogram codes.

・New chemical entries cover a range of hazard classifications such as Reproductive toxicity (Repr. 1B), Mutagenicity (Muta. 1B), Acute Toxicity (Acute Tox. 2, 3, 4), and more.
・Each chemical entry includes hazard statement codes (e.g., H360F for reproductive toxicity) and required pictograms/signals for labeling.
・Several existing chemical entries have been replaced or updated to reflect new hazard information.
